Computer software is not exempt from the law. The document says Americans are entitled to use computer software, subject to the needs of law enforcement. This just means that you can use any software that doesn't break the law. This is not a new idea, rather it is simply being written down in the FCC's policy. It is the same as "americans are entitled to use cars where ever they want, subject to the needs of law enforcement" or "americans are entitled to move about anywhere in the country, subject to the needs of law enforcement." Use the stuff, do what you want, as long is it doesn't break the law.
